A Vacaville ex-con had his federal civil rights lawsuit against the Solano County jail and two of its guards thrown out of court this week in Sacramento. Kenneth C. Mullens filed his lawsuit in May seeking $150,000 for the pain and suffering he said he endured after a jail dentist removed two of his rotting teeth.
